Dr. Sarah McClusky leads the National Comprehensive Center’s secondary literacy capacity-building project, convening states and supporting state educational agency leaders in developing coherent, scalable systems that strengthen educator capacity and improve student outcomes. Sarah is a leader in literacy improvement and systems change with more than 25 years of experience advancing evidence-based practices across classrooms, districts, higher education, and state education agencies. As assistant director for Literacy, Curriculum, and Assessment at the Ohio Department of Education and Workforce, she led statewide literacy initiatives aligned with the science of reading; supported schools and districts in implementing effective assessments, intervention, and Multi-Tiered System of Supports practices; and taught undergraduate and graduate literacy courses that prepared educators to apply research-based instruction
